A ticket has been issued to an absent motorist, but it’s raining. How do they ensure the motorist receives the ticket in a usable form, together with a means to send back their cheque to the payments office?

It is for this reason that a waterproof PCN carrier was developed. This carrier is essentially a 2-way envelope.
